OCC Final Rule On GENIUS Act Expected By End Of October

The US Office of the Comptroller of the Currency expects to publish its final rule implementing the GENIUS Act no later than the end of October, Comptroller Jonathan Gould said, according to journalist Eleanor Terrett. Gould said the rule would be released soon. The GENIUS Act, signed into law in July 2025, created the first federal framework for payment stablecoins in the United States. The OCC’s rule will set out how federally regulated banks and non-bank issuers can issue and manage stablecoins under the law. Its release would mark a key step in moving the framework from legislation to enforceable regulation, giving issuers clearer rules on reserves, licensing and supervision.
