Former Ripple CBDC adviser Anthony Welfare says the XRP Ledger (XRPL) has the technology to support large-scale banking and cross-border payments. But there is a catch.
He believes that strong technology does not automatically lead to overall institutional adoption or guarantee gains in XRP’s price.
Speaking on the AllinCrypto Podcast, Welfare said XRPL can support cross-border payments, tokenized assets, and fast, low-cost transactions. He sees no fundamental reason the network cannot scale to meet the needs of banks, payment systems, and governments.
“The tech is there, I don’t believe it couldn’t scale to whatever is needed for any banking system, payment system, or government.”
He further pointed to XRPL’s ability to process transactions in seconds.
He also noted that companies are moving beyond blockchain trials toward pilot programs and real-world applications, although much of this work remains private.
Welfare said XRPL allows users to trade assets and send money between wallets in less than three seconds.
He also pointed to Ripple (RLUSD), a dollar-backed stablecoin, as an example of how the network can support digital payments. In the future, users could also transfer digital versions of currencies, stocks, and other assets through blockchain networks.
Despite these capabilities, institutions need more than speed to adopt XRPL. Welfare said they also require sufficient liquidity, reliable asset backing, custody services, and compliance systems.
Connecting different networks is another challenge, as businesses may use Ethereum, Arbitrum, private blockchains, or other systems instead of relying on one ledger.
“The tech is there. There’s no reason why it shouldn’t work, apart from humans.”
This means that the challenge is not only about transaction speed or cost. Institutions must also decide which networks to use and how to connect them.
At last, when asked whether growth in the XRPL ecosystem would lead to an XRP price rally. Welfare said banks and companies can use the XRP Ledger to send money and move digital assets. But more use of the network does not mean the XRP token will gain the same value.
The benefit to XRP depends on how it is used in payments. Other factors, such as available funds, asset backing, safe storage, and how payments move, also matter.
Therefore, higher XRPL transaction volumes do not automatically lead to higher XRP demand or prices.
As of now, XRP is trading near $1.31 amid a broader crypto market correction.
