South Africa has proposed new reporting rules that would, for the first time, classify certain cryptocurrency transfers as cross-border transactions. Under the draft framework released by the National Treasury and South African Reserve Bank, transfers from local crypto service providers to offshore exchanges or non-custodial wallets would require authorised processing and reporting. Individual users would continue to operate under existing foreign exchange allowance rules, with public comments on the proposal open until September 30.
